Helmut Tichy
Helmut Tichy was Head of the International Law Office at the Austrian Foreign Ministry from 2010 to 2023 and teaches in Graz and at the Diplomatic Academy in Vienna. He worked at the diplomatic missions in Belgrade, Geneva and Brussels as well as at the Vienna office of the United Nations High Commissioner for Refugees (UNHCR). He has been a member of the Council of Europe Committee of Experts on Violence against Women and Domestic Violence (GREVIO) since 2023. Ambassador Tichy was, among other things, a member of the drafting committee for the Austrian EU Accession Treaty, an authorized representative at the European Court of Human Rights and Austria's representative in the Kosovo proceedings at the International Court of Justice. His legal interests focus on the interplay between international law and constitutional law, the development of international law through the International Law Commission (ILC), the domestic implementation of human rights obligations, international humanitarian law, the law on official residence and South Tyrol.
