In her diploma thesis entitled "A critical appraisal of the international criminal court's decisions in the case of The Prosecutor v. Omar Hassan Ahmad Al Bashir", Ms Hörzer critically examined legal issues surrounding the immunity of heads of state, the pacta tertiis principle, the legal nature of referrals from the United Nations Security Council and obligations to cooperate with the International Criminal Court. The main objective of the thesis was to critically assess the jurisprudence of the International Criminal Court in the Al Bashir case to date, as well as to provide a systematisation of the approaches advocated in the debate around the various legal issues. The thesis was supervised by Prof. Dr. Erika de Wet, LL.M. (Harvard).
