It was a great delight for the Institute of International Law and International Relations of the University to welcome the members of the "Committee on the Use of Force" der International Law Association (ILA), which was founded in November 2020, to a hybrid closed meeting in Graz on May 12-13, 2022.
The particular discussion sessions focused on various aspects of military assistance on request, that fall within the Committee's mandate, including State practice pertaining to the so-called ‘negative equality’ approach and the ‘purpose-based’ approach, as well as on the question of governmental authority to express consent in cases of atrocity crimes and the role of necessity and proportionality in the context of military assistance on request.
In addition, the conference allowed the members to continue their discussion on the draft of the planned committee report, further work tasks for the committee and a working plan for the coming months and years.
