International Law Association Committee Meeting – Use of Force: Military Assistance on Request

The meeting of the ILA's Committee on the Use of Force will be held at the University of Graz on 12 and 13 May 2022.

Following the launch of the new International Law Association (ILA) Committee on the Use of Force in November 2020, the Committee has convened online on three occasions since. The two-day in-person closed meeting in Graz, with the support of the Netherlands branch of the International Law Association, will build on these discussions.  In addition, it will also advance various aspects of military assistance on request that come within the Committee’s mandate. Substantive discussion will focus on a range of topics, including State practice pertaining to the so-called ‘negative equality’ approach and the ‘purpose-based’ approach, as well as on the question of governmental authority to express consent in cases of atrocity crimes, and the role of necessity and proportionality in the context of military assistance on request. Papers will be circulated beforehand among the committee members, and discussants will be identified for each paper to open the debate with other committee members. In addition, the conference will enable the members to continue discussions on the draft structure for the envisaged committee report. Lastly, the purpose is to discuss the further assignment of work as the committee moves forward and to prepare an overall work-plan for the subsequent months and years.
