Following the launch of the new International Law Association (ILA) Committee on the Use of Force in November 2020 and the open meeting as part of the online ILA Conference on 7 December, the two-day closed meeting in Graz will set the stage for a series of intensive workshops on various aspects of military assistance on request that come within the Committee’s mandate. Substantive discussion will focus on several region-specific analyses of relevant State practice (including from regions that have hitherto received less attention in doctrine), on the one hand, and on a number of conceptual papers, e.g., exploring the interplay with the right of self-determination or the concept of democracy, on the other hand. Both sets of papers will be circulated beforehand amongst the committee members, and a discussant will be identified for each paper to open the debate with other committee members. In addition, the conference will enable the members to discuss the provisional structure for the envisaged committee report, the desired approach e.g, in terms of addressing both lex lata and lex ferenda, and to identify key questions to be addressed. Lastly, the purpose is to discuss the further assignment of work as the committee moves forward and to prepare an overall workplan for the subsequent months and years.
The meeting will take place Thursday, 6 May – Saturday, 8 May 2021. Please note that this is a closed meeting for committee members only and registration will be on a first come first serve basis. Since the number of participants is limited to a maximum of 35, committee members are requested to confirm their participation as soon as possible at fiona.abken(at)uni-graz.at.
